MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, MAY 22, 2006, AT 6:30 PM AT THE FRIENDSWOOD PUBLIC LIBRARY, 910 S.
FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT
CONSTITUTING A QUORUM:

Councilmember David Smith resigned his seat on May 13th to run for Mayor.
Mayor Brizendine called the meeting to order.
6:30 PM —SPECIAL MEETING
The Invocation was given by Rev. Dr. Robert Moore from Good Shepherd Episcopal Church.
Mayor Brizendine led the Pledge of Allegiance to the United States and to the State of Texas.
Mayoral Candidate Tracy Goza read a prepared statement and thanked his family and friends for their
support during his campaign, and thanked City Staff for their support and guidance during his term on
Council.
City Council Candidate Mike Sharp made a brief statement and thanked his wife and supporters for the
help during his campaign.
RESOLUTION
**Councilmember Goza moved to approve Resolution No. R2006-12, A Resolution canvassing the
returns and declaring the Mayor and two (2) Councilmembers to the City Council of the City of
Friendswood, and canvassing the returns and declaring the results of the Special Election held on May
13, 2006, for the purpose of electing a Councilmember for an unexpired term ending May 2007 (Position
No. 4).
Seconded by Councilmember Measeles. The motion was approved 6-0 (Councilmember Smith resigned
and did not participate in the proceedings).
Mayor Brizendine presented Certificates of Election to newly elected David J.H. Smith, Laura Ewing, Jim
Hill, and Jay Horecky.
Mayor Brizendine thanked the City for its support during his tenure as Mayor, stated Friendswood is a
very unique community, the churches pray for our elected officials, there is also a monthly prayer
breakfast that lifts our City officials up to God during their monthly gathering, thanked the community for

their prayers, phone calls, and concern during his service, stated his wife and family has continued to
support him and the sacrifices that they have made have not gone unnoticed, stated that it was
unfortunate to know going into the election that the Council would lose one of its current members, Tracy
Goza and David Smith were both members of Council running for the same position and one of them
would have to lose, which is a loss to the City, thanked Tracy Goza for his passion for the City while
serving on Council, stated his expertise helped to guide Council through projects such as the Wesley
West project, his intelligence helped to expedite the City process and the community is a better place
today because of him.
Mayor Brizendine received a standing ovation.
OATHS OF OFFICE
Judge James Woltz administered the Oaths of Office and swore in David J.H. Smith for Mayor, Laura
Ewing for Council Position No. 1, Jim Hill for Position No. 3, and Jay Horecky for Position No. 4.
Mayor David J.H. Smith stated he wanted to thank Mayor Brizendine for serving as his counselor, guide,
friend, advisory, big brother, and dad. Stated Kim Brizendine has served as an extremely effective leader
to the City, while he is not shy, he never sought to be in the limelight, we are most grateful for Kim's
willingness to serve, read a letter to his daughters Carly and Kaisie for giving up their special time with
him during the election process, thanked Mayor Brizendine again and opponent Tracy Goza, thanked his
"second mother" Evelyn Newman, and Dr. Rebecca Hillenburg for her integrity and steadfastness,
thanked Bill and Wendy Pope for their support and exhibiting excellence in all they do.
Councilmember Laura Ewing thanked her supporters for the positive nature they demonstrated, thanked
opponent Mike Sharp and his family for their commitment to the City, stated this is the key to having a
strong democratic society, pledged to work for a tax reduction, work against eminent domain and for
personal property rights, support the citizens' concerns, stated parks and trees are close to her heart,
hopes to develop Lake Friendswood during her term, work to provide Senior Citizens Center with a new
bus, library extension, street maintenance and to address safety issues, stated the City is unique in
having the longest running Fourth of July celebration in this part of Texas, wants to continue that tradition.
Councilmember Jim Hill thanked his parents for moving to Friendswood in 1946, stated they felt
Friendswood was a city in which their family could excel, believes his parents were right, thanked his wife
Debbie for keeping him right in the world, stated she is his right hand, thanked friends and neighbors for
their support, and thanked Don Seyfert for encouraging him to seek office.
Councilmember Jay Horecky thanked the voters of Friendswood, whether they voted for him or not they
still took the time to vote, thanked everyone who supported him, thanked the election process for helping
him to meet his new friends Mike Sharp and Jim Hill, thanked his dad for talking him into being willing to
make a difference in the community just as he has for many years.
A reception was held immediately following the meeting.
A motion was made and approved to adjourn at 7:14 PM.
