A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, REPEALING R2005-15 AND
READOPTING SUPPORTING LEGISLATIVE EFFORTS TO BRING
INCREASED ACCOUNTABILITY TO THE PROPERTY TAX
SYSTEM THROUGH REDUCED PROPERTY TAX APPRAISAL
CAPS.

WHEREAS,the 79�'Legislature of the State of Texas continues its efforts to address the school
finance and property ta�c systems; and
WHEREAS, Governor Perry drafted an"Educational Excellence & Property Tax Relief Plan"to
reform the school finance system that included a proposal to reduce the residential property
appraisal cap to 3%; and
WHEREAS,the City of Friendswood has full-faith in our legislative representatives' ability to
make the best decisions for the future of our state and to consider the potential impacts of any
legislative action; and
WHEREAS,changes to the property tax system may impact residents, schools, cities, counties,
businesses throughout the state; and
WHEREAS,the average appraised value of existing homes in the City of Friendswood as of
2000 increased by 18.46%between 2000 to 2004, according to the Galveston Central Appraisal
District; and
WHEREAS,the City of Friendswood is committed to reducing the property tax burden on our
resident homeowners; and
WHEREAS,the City of Friendswood offers a 20% Homestead Property Tax Exemption that
provides direct tax relief to participating resident homeowners; and
WHEREAS,the City of Friendswood is actively engaged in attracting quality commercial
developments to continue to diversify the City's and the School Districts' tax base to reduce
residential tax burden as we move toward build-out; and
WHEREAS,the City of Friendswood, follows a set of stringent financial policies and
procedures when determining our level of services and the revenues needed to provide those
services; and
WHEREAS,the City of Friendswood remains committed to ensuring tax dollars are spent
wisely and efficiently; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS:
Section 1. The facts and matters set forth in the preamble of this Resolution are
hereby found to be true and correct.
Section 2. That the members of the Friendswood City Council, building upon our
reputation of fiscal responsibility and commitment to reducing the property tax burden on
resident homeowners, support the Governor's legislative program to bring
equality to the property tax system through reduced property tax appraisal caps for residential
properties from 10%to 3%.
