By providing an opportunity to swim, jog, exercise and enjoy the green space, this project would provide a recreational opportunity that does not exist for the citizens of Friendswood. The site is a part of 11.4003 acres of land out of Lots 15 and 16, Block 5, Friendswood sub- division as recorded in volume 238, page 14 and volume 254, page 37 of the Galveston County deed records, in the Sarah McKissick or J. R. Williams League in Galveston County, Texas. This rectangular area is 348.25 feet by 460 feet. The project will require the installation of a .6 inch water line to be connected to the existing system located along F. M. 518 (South Friendswood Drive) , and a 6 inch wastewater line that can be joined either on F. M. 518 or West Castlewood Ave. The project will be a multistage one beginning with: (a) the clearing of the necessary areas; (b) installation of the required utilities, roadway, etc. ; (c) construction of the pool , concession/bath house, jogging trails, parking area for users; and (d) installation of lighting, fencing, exercise stations, picnic tables and playground equipment. This project will act as a new recreational opportunity not only for our citizens, but also will expand the current availability for both active and passive leisure activities. p ye L B. DESCRIPTION OF THE ENVIRONMENT This area is currently unimproved acreage. It does not have roadways or buildings on it at the present. The surrounding areas are composed of (1) a developed city park area; (2) an undeveloped acreage fronting on a state highway that has commercial property on the opposite side; (3) an undeveloped area facing a major city street (West Castlewood) with an office building under construction across that roadway; and (4) an undeveloped area that serves as a buffer to a single-family units residential subdivision. This site is composed of poor draining, very slowly permeable, non-saline soils composed primarily of Lake Charles-Beaumont Clay on old marine terraces. The vegetation is primarily composed of trees, (pine, tallow, and a few oaks) with a heavy undergrowth. Because of the undeveloped nature of this' site, it will pot be necessary to remove or relocate any persons or businesses. It has never been determined that this site is of historic . or archeological significance or that it serves as a refuge for any special types of wildlife. C. THE ENVIRONMENTAL IMPACT OF THE PROPOSED PROJECT This project will have an impacton the environment because of the removal of trees and various types of vegetation, and it will require some planning for the drainage requirements. However, the impact to the citizens of this area should be limited to the following concerns: (1) air quality will be decreased during the time of clearing and construction; (2) noise level will be increased due to construction; (3) noise level will be increased because of the use of the facility when completed; (4) traffic flow will be increased during construction; (5) traffic flow will be increased due to the use of the facility when completed; page s (6) water system will be impacted because of additional use; (7) wastewater system will experience additional demands; (8) community should be more attractive to prospective buyers because of additional recreational resources; (9) it should provide additional employment opportunities, especially for the young, after construction; (10) it should provide additional employment opportunities during construction and clearing stages; (11) it should provide additional recreational opportunities that are not available because there are no other public facilities of this type in the City of Friendswood; (12) it should allow for the conservation of fuel that would have been used to seek this type of activity outside our community; (13) it will provide an off-street site for jogging and thus serve as a safer place to run and relax; (14) it will provide a site that can be used by the various formal and informal educational groups of our city by providing a place to learn how to swim and facilities for parctice by the local swim teams; (15) it will provide easier access to a swimming and leisure activity area for the special education students who take part in our summer recreational program. D. MITIGATION MEASURES The following steps will be taken to lower the impact level of the project on the surrounding areas: • (1) air quality: will provide primary truck access from F. M. 518, which is the most distant from homes; (2) will have some of the trees left on the part of the project nearest to homes in order to provide a noise and dust buffer zone; (3) will leave trees wherever possible even after the construction to improve the green space feeling, improve the air quality, and provide & sound buffer zone; (4) construct all utilities in such a manner that it will not be an unslightly area for visitors or local citizens; (5) provide ingress and egress onto major roadways which do not flow directly into subdivisions; (6) form a citizen's board to help plan the areas of development. . E. UNAVOIDABLE ADVERSE EFFECTS There will always be some changes that occur which are impossible to mitigate. We cannot save all of the trees if we want to have a swimming pool ; we cannot build a complex and keep everyone out because the noise and lights affect the homes nearby; we will never have the same level of traffic if we put in a new complex; we will never be able to be 100 percent sure that someone will not be affected by the placing of a facility---all we can do is try to keep these impacts within reason. F. RELATIONSHIP BETWEEN LOCAL SHORT-TERM USES AND LONG-RANGE PRODUCTIVITY While the area around the proposed site will be distrubed for a time during the clearing and construction, these short-term impacts will be offset through the addition of a productive facility where only undeveloped property stood before. It will serve as a center for increased recreational opportunities and will serve a useful purpose in the development of our growing community. There are no short-term uses planned for this site, and to lose such a site and simply let it remain a community eyesore would be an injustice to our citizens. page 3 G. IRREVERSIBLE AND IRRETRIEVABLE COMMITMENTS OF RESOURCES The proposed project will require a commitment of the resources of this site for a recreational purpose from completion until such time when the governing agencies would decide to do away with all recreational facilities. The land is not located on a site that would be desirable for homes or commercial building. I cannot foresee any use that would take this property away from recreational use. H. ALTERNATIVES TO THE PROPOSED ACTION I am not aware of any alternative plans for the site in question. The only alternative at present is to simply leave the land undeveloped and unproductive. Montgomery in the exchange for property to be donated to the City is that the City provide water and sewer service to the property to be acquired by Mr . Montgomery. The City will extend water service to the property from the intersection of Winding Way and FM-528 ; sewer service will be extended from the line that crosses FM-528 to service Friendswood Forest along FM-528 to the subject property . S U 0 ENVIRONMENTAL ASSESSMENT: CITY OF FRIENDSWOOD RECREATION COMPLEX PROPOSAL The City of Friendswood, located in northern Galveston and southern Harris Counties with the most rapidly growing population in Galveston County between the 1970 and 1980 censuses, is proposing to build a fitness/leisure complex on 4.5582 acres located beside the existing park/tennis court facilities in Stevenson Park. By providing an opportunity to swim, jog, exercise and enjoy the green space , this project would provide a recreational opportunity that does not exist for the citizens of Friendswood. The site is a part of 11.4003 acres of land out of Lots 15 and 16, Block 5, Friendswood sub- division as recorded in volume 238, page 14 and volume 254, page 37 of the Galveston County deed records , in the Sarah McKissick or J. R. Williams League in Galveston County, Texas. This rectangular area is 348.25 feet by 460 feet. The project will require the installation of a 6 inch water line to be connected to the existing system located along F. M. 518 (South Friendswood Drive) , and a 6 inch wastewater line that can be joined either on F. M. 518 or West Castlewood Ave. The project will be a multistage one beginning with: (a) the clearing of the necessary areas; (b) installation of the required utilities, roadway, etc. ; (c) construction of the pool , concession/bath house, jogging trails, parking area for users; and (d) installation of lighting, fencing, exercise stations, picnic tables and playground equipment. This project will act as a new recreational opportunity not only for our citizens, but also will expand the current availability for both active and passive leisure activities. page 2 B. DESCRIPTION OF THE ENVIRONMENT This area is currently unimproved acreage. It does not have roadways or buildings on it at the present. The surrounding areas are composed of (1) a developed city park area; (2) an undeveloped acreage fronting on a state highway that has commercial property on the opposite side; (3) an undeveloped area facing a major city street (West Castlewood) with an office building under construction across that roadway; and (4) an undeveloped area that serves as a buffer to a single-family units residential subdivision. This site is composed of poor draining, very slowly permeable, non-saline soils composed primarily of Lake Charles-Beaumont Clay on old marine terraces. The vegetation is primarily composed of trees, (pine, tallow, and a few oaks) with a heavy undergrowth. Because of the undeveloped nature of this site , it will not be necessary to remove or relocate any persons or businesses. It has never been determined that this site is of historic or archeological significance or that it serves as a refuge for any special types of wildlife. C. THE ENVIRONMENTAL IMPACT OF THE PROPOSED PROJECT This project will have an impact on the environment because of the removal of trees and various types of vegetation, and it will require some planning for the drainage requirements. However, the impact to the citizens of this area should be limited to the following concerns: (1) air quality will be decreased during the time of clearing and construction; (2) noise level will be increased due to construction; (3) noise level will be increased because of the use of the facility when completed; (4) traffic flow will be increased during construction; (5) traffic flow will be increased due to the use of the facility when completed; page 3 (6) water system will be impacted because of additional use; (7) wastewater system will experience additional demands; (8) community should be more attractive to prospective buyers because of additional recreational resources; (9) it should provide additional employment opportunities, especially for the young, after construction; (10) it should provide additional employment opportunities during construction and clearing stages; (11) it should provide additional recreational opportunities that are not available because there are no other public facilities of this type in the City of Friendswood; (12) it should allow for the conservation of fuel that would have been used to seek this type of activity outside our community; (13) it will provide an off-street site for jogging and thus serve as a safer place to run and relax; (14) it will provide a site that can be used by the various formal and informal educational groups of our city by providing a place to learn how to swim and facilities for parctice by the local swim teams; (15) it will provide easier access to a swimming and leisure activity area for the special education students who take part in our summer recreational program. D. MITIGATION MEASURES The following steps will be taken to lower the impact level of the project on the surrounding areas: (1) air quality: will provide primary truck access from F. M. 518, which is the most distant from homes; (2) will have some of the trees left on the part of the project nearest page 4 to homes in order to provide a noise and dust buffer zone; (3) will leave trees wherever possible even after the construction to improve the green space feeling, improve the air quality, and provide a sound buffer zone; (4) construct all utilities in such a manner that it will not be an unslightly area for visitors or local citizens; (5) provide ingress and egress onto major roadways which do not flow directly into subdivisions; (6) form a citizen' s board to help plan the areas of development. E. UNAVOIDABLE ADVERSE EFFECTS There will always be some changes that occur which are impossible to mitigate. We cannot save all of the trees if we want to have a swimming pool ; we cannot build a complex and keep everyone out because the noise and lights affect the homes nearby; we will never have the same level of traffic if we put in a new complex; we will never be able to be 100 percent sure that someone will not be affected by the placing of a facility---all we can do is try to keep these impacts within reason. F. RELATIONSHIP BETWEEN LOCAL SHORT-TERM USES AND LONG-RANGE PRODUCTIVITY While the area around the proposed site will be distrubed for a time during the clearing and construction, these short-term impacts will be offset through the addition of a productive facility where only undeveloped property stood before. It will serve as a center for increased recreational opportunities and will serve a useful purpose in the development of our growing community. There are no short-term uses planned for this site, and to lose such a site and simply let it remain a community eyesore would be an injustice to our citizens. page 5 G. IRREVERSIBLE AND IRRETRIEVABLE COMMITMENTS OF RESOURCES The proposed project will require a commitment of the resources of this site for a recreational purpose from completion until such time when the governing agencies would decide to do away with all recreational facilities. The land is not located on a site that would be desirable for homes or commercial building. I cannot foresee any use that would take this property away from recreational use. H. ALTERNATIVES TO THE PROPOSED ACTION I am not aware of any alternative plans for the site in question. The only alternative at present is to simply leave the land undeveloped and unproductive. Inhabitants of a neighborhood usually have a more than casual community of interest. Neigh- borhood boundaries may consist of well defined natural or man-made barriers or they may be more-or-less well defined by a distinct change in land use or in the character of the inhabi- tants. A neighborhood may be a segment of a city, town or village or it may be an entire community. It's character may be residential, commercial, in- dustrial or agricultural. In the analysis of neighborhoods; whether for private dwellings, apart- ments, commerce, industry or farming;; many factors are pertinent. They include population growth, economic status, occupations, social interests, prestige, transportation, schools, churches, road pattern, employment opportunities and business centers. There is a difference in the emphasis on the applicability of each factor depending on the type of neighborhood being analyzed. Neighborhoods are not fixed in characteristics. They are always changing, some very slowly, others rapidly. Such neighborhood changes affect the utility of parcels of land ,and the improvements thereon. Because a pro- perty is an integral part of a neighborhood, it's value is affected by shifts in the economic, social and physical forces creating the environment. The appraisal process, in arriving at a well reasoned and credible conclusion of the value of a property, should include an analysis of the effect of the neighborhood and neighborhood trends. The subject neighborhood comprises the greater area of Freindswood, Texas with primary emphais on the major roadways within the city limits. The subject property is located in the southerly portion of the neighborhood. The community received its major development emphasis as a direct result to the development and growth of NASA. Virtually overnight, it became a quiet bedroom community for engineers, technicians and programers. As might be expected, the greatest percent of the area is residential with the commercial emphasis located along FM 518,FM-2351 (W. Ddgewood) , and FM 528. There is very little industrial development within the area. Adequate utilities are available throughout the area with sufficent excess to support additional commercial and residential development. The economic base of the area is tied to limited commercial retail stores in the area and to NASA. The area has a diffinate small town, conservative character is that alcaholic beverages cannot be sold within the city limits. Access to the neighborhood is primarily via FM 2351 and Fit 528 fran the Gulf Freeway (IH-45) and FM 518 fran Pearland, to the North. The land is generally level with the major topographical feature being Clear Creek and Cowart Creek. Virtually all of Friendswood is situated within either a Zone A or B Flood Hazard Classification (1983 map series) . Policy and fire protection is provided by the City of Friendswood. At the present time there is a limited demand for single family and can- mercial properties within the region. rbst of the new residential develop- ment is located to the east, off of Bay Area Boulevard in Harris County. 8 NEIGHBORHOOD ANALYSIS - CONTINUED Within the past few years there has been a new commercial emphasis and the development of neighborhood shopping centers and shall office buildings. The occupancies on these projects appear to be above average for the Greater Houston region. Shopping, schools, and churches are available within the community with regional shopping available approximately 3 miles to the east along IH 45. A wide range in quality and price of housing is available within the immed- iate vicinity of the subject property. The reputation of the area is that of a upper micidJe class high "IQ" area having a low rate of turn over. In conclusion, the neighborhood of the subject property may be considered to be the community as a whole. This area has maintained a steady growth trend and has attracted stable reputable businesses. 9 SITE ANALYSIS A site's potential utility is measured in terms of the inure imputable to it after the other aT,ents of production have been satisfied.* This surplus productivity is attributed to the land. The greater the surplus, the higher the value. The principle of substitution also is applicable because the value of the site tends to be set by the price at which an equally desirable sub- stitute parcel can be purchased. To have value, a site must have a utility which is in demand. To accurately project a site's potential or "Highest and Best Use", a thorough understanding of the site rust be developed. Will the proposed use create an over supply in the market such that the use will be unprofitable. 5. Will the proposed use conform to existing trends of social and economic homogeneity. 6. Is there an economic demand for the proposed use. 7. The use must be such that the return to the land has been maximized for the longest period of time. The subject site has been inspected and analyzed with respect to the pre- ceding seven (7) factors. The subject site is zoned for commercial develop- ment. There are no improvements situated on the site, however, there are numerous large trees that should be incorporated into the site development plan. The site does not have primary road frontage except via two 60' and 64' access avenues. The useable land area is thusly set away frori the 15 • HIG}- ST AND BEST USE - CONTINUED adjacent roadways. This site would be highly suitable for a use that did not require a high degree of visability, wanted to be away from traffic; desired a quiet environment, or needed a location adajcent to property that is already owned. At the present time there would be a limited demand for a 4.56 acre tract of land having commercial potential and no commercial frontage. The proposed use, a community center and swimming pool would meet all of the previously referenced suitable uses. In my opinion, the proposed use would current economic and community needs for an indefinite period of time. 16 LAND VALUATION Usually, the best method of site valuations is the market data or comparati�a method. This technique calls for selecting sales similar to the subject property and then adjusting for their differences. Greatest weight is placed on actual ca?es of similar land made at a time relatively concurrent with the date of the appraisal and under comparable conditions. Whenever pertinent, full consideration is given to prices asked by owners and offers made. Discussions with brokers and salesmen revealed several transactions that were directly cxxnparable to the subject property. We have knowledge of sales in- volving properties in the vicinity of the subject with similar locational factors and zoning. Pertinent information such as sales dates, areas, grantor/ grantee, and legal descriptions were obtained for transactions. Each site was compared with the subject and individual sales were adjusted for differences in location, time, size and utility. The Market Approach is based on the principle of substitution: That is, the upper limit of value of a property tends to be set by the cost of acquisition of an equally desirable substitute, providing there are no costly delays in effecting the substitution. The value of the land has been estimated after considering qales prices of competitive sites in the immediate area and after consideration of the most probable use of the site.
