HomeMy WebLinkAboutCC Minutes 2023-03-06 SpecialMINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD MARCH 69 2023 THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD MET IN A SPECIAL MEETING ON MONDAY, MARCH 6, 2023, AT 4:30 P.M. IN THE COUNCIL CHAMBERS, FRIENDSWOOD CITY HALL, LOCATED AT 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING MEMBERS PRESENT CONSTITUTING A QUORUM: Steve Rockey Councilmember Sally Branson Councilmember Trish Hanks Councilmember Robert J. Griffon Councilmember John Scott Councilmember Brent Erenwert Mayor Pro Tem Mike Foreman Mayor Morad Kabiri City Manager Karen Homer City Attorney Leticia Brysch City Secretary 1. CALL TO ORDER Mayor Foreman called the meeting to order with a quorum present at 4:30 P.M.; all members were present with the exception of Councilmember Trish Hanks who was absent. 2. PUBLIC COMMENT Ms. Hannah Carpenter requested to speak to Council regarding her support of naming a field at the Schulz Sportspark in honor of Mr. Jesse Tones. Ms. Carpenter detailed her experience being coached by Mr. Torres and later coaching along with Trim in Friendswood. She stated that they have secured funding to purchase a scoreboard with his name noted on it for the softball field. Ms. Lucy Reyna requested to speak to Council regarding her support of naming a field at the Schulz Sportspark in honor of Mr. Jesse Tones. Ms. Reyna read a letter from Mr. Rene Tones, brother to Mr. Tones on behalf of his family in support of this item. Ms. Kr•isti Carpenter requested to speak to Council regarding his support of naming a field at the Schulz Sportspark in honor of Mr. Jesse Torres. She spoke of Mr. Tones' history coaching and mentoring her daughters. Mr. Jim Jamail, the applicant for the application to rename a field located in the Corporal Steven Schulz Sportspark in honor• of Jesse Torres, I am here to answer any questions if needed, and appreciate the consideration. City Council special Meeting Minutes March 6, 2023 Page 2 of 3 Mayor Foreman stated that there were no speakers and moved onto the next item. 3. WORK SESSION TOPIC A. Discuss a request to name a field located in the Corporal Steven Schulz Sportsparlc to Jesse Torres Field. Mayor Foreman presented the item and noted that this item it typically taken during a Council Retreat, but the City felt it was appropriate to move forward on this item and give the applicant an answer. Mayor Foreman stated that he was supportive of renaming the field in honor of Mr. Torres. Councilmember Rockey asked if this item has been put through the vetting process as noted in the City's Naming Policy. Mayor Foreman stated the staff had completed the necessary background checks and review of the application; and if it is the desire of the Council, this item can be put on the next agenda for action. Councilmember Griffon stated that he was reluctant to name a field within the Corporal Steven Schulz Sportspark, which was named after a local veteran. He stated that he had concerns naming fields within a park, however, he noted that the scoreboard itself could be named in honor of Mr. Torres. Mayor Pro Tern Erenwer•t asked if there was a concern in naming a field with a scoreboard, and could it lead to confusion over the name of the sportspark itself. Councilmember Scott stated that there are so many people within the community that have given so much of themselves to the development of the young people and to grow them into leaders. He further noted that the erecting a scoreboard in a little league facility accomplishes the intended consequence of recognizing someone who has supported the local softball community. Lastly, Councilmember Scott stated that he did not feel that the naming a field would not impact the name of the park. Mayor Foreman stated that Friendswood has a lot of community members that are committed to serving this community and its young people. He stated that he felt that Mr. Tones had set a standard for the type of person that is deserving of this type of honor. Councilmember Scott stated that there has been a precedent with the naming of fields withing parks with the naming of Ziegler Field. Mayor Pro Tem Erenwert stated that the scoreboard would help bring value to the park, and he believed the application had met the City's requirements. Councilmember Branson stated that she was in support of placing this item on the next Council agenda for action.
