MINUTES OF THE CENTENNIAL ANNIVERSARY COMMITTEE MEETING THAT WAS

CITY SECRETARY PRESENTED THE FINANCIAL REPORT WITH EXPENDITURES
IN THE AMOUNT OF $4 , 612 . 50 WITH A REMAINING BUDGET AMOUNT OF
$5 , 387 . 50 . CITY SECRETARY ADVISED THE A . S . A . P . BILL FOR PRINTING
POSTERS AND FOLD OVER NOTES OF THE CENTENNIAL PAINTING HAS BEEN
RECEIVED IN THE AMOUNT OF $3 , 017 . 00 . CITY SECRETARY REPORTED THE
BILL FROM CARL MURRAY IS $375 . 00 WHICH IS OVER THE AUTHORIZED
AMOUNT OF $250 . 00 .
**LAURIE WHITEHEAD MOVED A COMMITTEE MEET WITH CARL MURRAY TO
CLARIFY THE ADDITIONAL AMOUNT AND AUTHORIZE PAYMENT NOT TO EXCEED
$375 . 00 IF THE ADDITIONAL AMOUNT IS JUSTIFIED .

**LAURIE WHITEHEAD MOVED TO AUTHORIZE ADDITIONAL PAYMENT OF

A LENGTHY DISCUSSION WAS HELD REGARDING THE USE OF CENTENNIAL
EMBLEM FOR STATIONARY , ETC . THE COMMITTEE DETERMINED THE
CENTENNIAL LETTERHEAD WOULD BE SET WITH STANDARD TYPE STYLE , WITH
THE 100TH EMBLEM CENTERED AT THE TOP OF THE PAPER AND CITY OF
FRIENDSWOOD CENTENNIAL COMMITTEE AND RETURN ADDRESS AT BOTTOM OF
THE PAPER WITH STARS AS SEPARATORS.
**JOYCE BAKER MOVED TO APPROVE THE LETTERHEAD BE SET UP WITH THE
EMBLEM CENTERED AT THE TOP OF THE PAPER WITH BLACK AND GOLD MAT
FINISH AND THE RETURN ADDRESS TO READ - FIRST LINE - CITY OF
FRIENDSWOOD CENTENNIAL COMMITTEE AND THE SECOND LINE TO BE THE
CITY HALL ADDRESS WITH STARS BE USED AS SEPARATORS.

AND CHAMBER TO BEGIN USING THE EMBLEM NOW AND OTHER ENTITIES UPON
APPROVAL .

**JANIS LOWE AUTHORIZED UP TO 1000 SHEETS OF LETTERHEAD WITH
EMBLEM, CHECKING PRICE DIFFERENCE BETWEEN LAID AND LINEN PAPER
WITH LAID PREFERRED .

A LENGTHY DISCUSSION WAS HELD REGARDING THE ROLE OF CENTENNIAL
COMMITTEE IN REGARDS TO CITY FUNCTIONS WITH THE COMMITTEE STATING
THE CENTENNIAL EVENT IS TO ENHANCE NOT TO IMPEDE CURRENT EVENTS ,
WOULD RECOMMEND ALL FUTURE EVENTS BE DECLARED CENTENNIAL EVENTS,
REQUESTED CITY MANAGER TO KEEP THE CENTENNIAL PROJECTS IN MIND ON
ALL PENDING PROJECTS AND RECOMMENDED USE OF EMBLEM ON CITY
BROCHURES FOR 1994 .
DISCUSSION WAS HELD REGARDING BUDGET FOR 1993/ 1994 WITH COMMITTEE
DETERMINING THE BUDGET REQUEST SHOULD BE THE $10 , 000 AS
ORIGINALLY SET OUT AND $10 , 00 FOR FUNDS FOR PRINTING THE HISTORY
BOOK WHICH IS REIMBURSABLE FROM ADVANCE SALES . DISCUSSION WAS
ALSO HELD THAT THE THE SALES FROM THE POSTERS AND CARDS WILL ALSO
BE REIMBURSABLE . CITY SECRETARY DELORIS MCKENZIE WAS AUTHORIZED
TO REQUEST FUNDS DURING THE BUDGET SESSION .
DISCUSSION OF ADDITIONS TO PROJECTS AND SUGGESTS LIST WAS HELD
WITH SUGGESTIONS FOR A CENTENNIAL CHOIR , FOR 1995 , HAVE A MAJOR
BAND FOR 4TH OF JULY , OVER FOOTBALL FIELD WITH CHAIRS FOR
SEATING, REQUEST 4TH OF JULY STEERING COMMITTEE FOR 1995 PICK A
THEME IN CELEBRATION OF THE CENTENNIAL AND POSSIBLY HAVE A
CONTEST FOR THE THEME .
LAURIE WHITEHEAD REPORTED CENTENNIAL POSTERS AND CARDS HAVE BEEN
RECEIVED AND PRESENTED COMMITTEE MEMBERS WITH 10 COMPLIMENTARY
CARDS TO BE USED OUTSIDE OF FRIENDSWOOD . LAURIE WHITEHEAD
RECOMMENDED 10% OF THE SALES FROM THE POSTERS AND CARDS BE
DESIGNATED FOR RELOCATING THE STEVENSON CABIN AS A CENTENNIAL
EVENT . LAURIE WHITEHEAD RECOMMENDED POSTERS SELL FOR $20 . 00 AND
CARDS SELL FOR $1 . 00 EACH OR 5 FOR $5 . 00 .
CITY SECRETARY ADVISED AN APPRAISAL LETTER ON THE CENTENNIAL
PAINTING WILL BE NEEDED FROM LAURIE WHITEHEAD FOR SUBMISSION TO
TEXAS MUNICIPAL LEAGUE FOR INSURANCE PURPOSES .

KICKOFF/UNVEILIk GAL ,, BE OCTOBER 16 WHICH IS ON A SATURDAY .

HOLD THE FUNCTION . DISCUSSION WAS HELD REGARDING SEED MONEY FOR
THE EVENT WITH DISCUSSION BEING HELD POSSIBLY HAVING STORER CABLE
AND BEST WASTE UNDERWRITE THE EVENT AND ALSO HAVE SOME PUBLICITY
REGARDING THE EVENT ON CABLE .
JOYCE BAKER REPORTED THE HISTORY BOOK IS COMING ALONG , SHE
REPORTED SHE IS WORKING ON THE 80 ' S AND 90 ' S NOW AND SHOULD BE
FINISHED SOON .
THE NEXT MEETING WAS SET FOR THURSDAY , JULY 8TH AT UNIPLEX.

**COUNCILMEMBER MEASELES MOVED TO APPROVE THE WATERSHED BOUNDARY
LINE OF DICKINSON BAYOU AND CHIGGER CREEK WATERSHED THAT HAS BEEN
AGREED UPON BY CLEAR CREEK DRAINAGE DISTRICT AND GALVESTON COUNTY
DRAINAGE DISTRICT #3 .
SECONDED BY COUNCILMEMBER NEWMAN. MOTION APPROVED UNANIMOUSLY.
MAYOR SCHRADER REQUESTED CITY MANAGER WORK WITH THE TWO ENTITIES
TO HAVE PERMANENT MONUMENTS INSTALLED .
**COUNCILMEMBER STUART MOVED TO DEFER COLLECTION OF NEWSPAPERS
FOR THE RECYCLING PROGRAM BY BEST WASTE UNTIL JULY 1 , 1992 WHEN
THE DE-INKING PLANT IS IN OPERATION .

COLLECTION OF NEWSPAPERS UNTIL CITY MANAGER CAN MEET WITH BEST
WASTE TO DISCUSS THE POSSIBILITY OF RENEGOTIATING TERMS FOR
PROCESSING FEES FOR NEWSPAPERS.

POSSIBILITIES AVAILABLE TO DEVELOP A COMPOSTING PROGRAM FOR THE
CITY OF FRIENDSWOOD.
SECONDED BY COUNCILMEMBER MEASELES. MOTION APPROVED UNANIMOUSLY.
MAYOR SCHRADER REQUESTED CITY MANAGER LOOK AT TWO STEPS OF A
COMPOSTING PROGRAM WHICH ARE SCOPE OF WORK AND WHERE TO LOCATE A
COMPOSTING FACILITY.
**COUNCILMEMBER RALEY MOVED TO APPROVE MAYOR SCHRADER ' S
APPOINTMENT OF EVELYN NEWMAN, CHAIRPERSON, JOYCE BAKER , MARY
ELLEN BELLARD , MARC FABER , KITTEN HAJECATE, PHYLLIS LEE , JANIS
LOWE , HUBERTA MORA, LILA RITTER , LAURIE WHITEHEAD AND ANN WOOD TO
THE COMMITTEE TO PLAN CELEBRATION FOR THE "ONE HUNDREDTH
ANNIVERSARY OF FOUNDING OF FRIENDSWOOD" , AUTHORIZE THE COMMITTEE
TO UTILIZE THE CITY SEAL AND OFFICIAL LOGO AND AUTHORIZE THE
COMMITTEE TO SELL MERCHANDISE UTILIZING THE CITY SEAL AND
OFFICIAL LOGO FOR THE BENEFIT OF THE CELEBRATION, USING THE SAME
PROCEDURE AS THE JULY 4TH COMMITTEE NOW USES .

APPOINTMENT OF JAN JORDAN TO POSITION 1 AND BENNY BAKER TO
POSITION 5 AND THE APPOINTMENT OF HANS VAN DYKE TO POSITION 3 FOR
THE PLANNING AND ZONING COMMISSION.

**COUNCILMEMBER NEWMAN MOVED TO APPROVE RESOLUTION NO. R91-53 , A
RESOLUTION OF THE CITY COUNCIL OF THE CITY . OF FRIENDSWOOD , TEXAS,
URGING THE CONGRESS OF THE UNITED STATES TO APPROVE SENATE BILL
S-12 TO REVISE THE CABLE COMMUNICATION POLICY ACT OF 1984 , AND
EXPRESSING GENERAL CONCERN ABOUT THE NEED FOR GREATER LOCAL
GOVERNMENT REGULATORY AUTHORITY.
