A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, OPPOSING USE BY THE TEXAS
MiTNICIPAL LEAGUE OF GENERAL MEMBERSHIP DUES TO
FINANCE THE PROMOTION OR OPPOSITION OF STATE
LEGISLATION; REQUESTING THAT THE TEXAS MLTNICIPAL
LEAGUE BE REORGANIZED TO SEPARATE ADMINISTRATIVE AND
EDUCATIONAL FUNCTIONS FROM LEGISLATIVE LOBBYING
FUNCTIONS; AND PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.

WHEREAS, the City Council of the City of Friendswood, Texas, is opposed to the use
by the Texas Municipal League of general membership dues for the purpose of financing the
promotion or opposition of state legislation; and
WHEREAS, the City Council of the City of Friendswood believes that the Texas
Municipal League should be reorganized into two separate branches, one of which would
provide traditional administrative and support services, such as training and education,
information dissemination, and coordination of the various professional associations within the
League's umbrella, and the other of which would be devoted to the promotion or opposition of
legislation affecting municipalities; and
WHEREAS, the City Council of the City of Friendswood further believes that diversity
of opinions among the various elected officials of municipalities that belong to the Texas
Municipal League dictates that each municipality should have the opportunity to participate or
not participate in the financing of the League's lobbying efforts; now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS:
Section 1. The facts and matters set forth in the preamble of this Resolution are
hereby found to be true and correct.
Section 2. The City Council of the City of Friendswood, Texas, requests that the
Board of Directors of the Texas Municipal League adopt a policy that prohibits the use of
general membership dues to finance efforts to promote or oppose legislation.
Section 3. The City Council of the City of Friendswood, Texas, further requests that
the Board of Directors of the Texas Municipal League provide for the reorganization of such
organization into two separate branches, one of which would be devoted to traditional
administrative and educational functions, and the other to the promotion and opposition of
legislation affecting municipalities. The City Council further requests that such proposed
reorganization allow member municipalities to join and participate in one branch without having
to join and participate in the other, and that all financing and membership dues be completely
separated and independently accounted.
Section 4. The City Secretary is hereby authorized and directed to cause a certified
copy of this Resolution to be served upon the Executive Director and each member of the Board
of Directors of the Texas Municipal League.
