MINUTES
1. CALL TO ORDER
The meeting was called to order at 4:01 pm with the following members present:

3. MINUTES
A Consider approving the minutes of the Community and Economic Development Committee
Regular Meeting, held on October 5, 2022.
Motion to approve: Brown
Second: Winne
Vote: 4 to 0
4. DISCUSSION ITEMS
A Discuss the Community and Economic Development Committee collaboration meeting.
Rhea reported that The Friends of Downtown Friendswood Association, The Chambers of
Commerce and Friendswood Downtown Economic Development Corporation have all confirmed
and will be in attendance for the collaboration meeting. The group discussed details on the
workshop which will be held on November loth from 4pm-6pm at the Baker Room located in the
library. Rhea stated he would be facilitating the meeting and will send out the agenda by the end of
the week.
5. EXECUTIVE SESSION
A Recess into and conduct an executive session pursuant to Section 551.087 of the Texas
Government Code to deliberate the offer of a financial or other incentive to a business
prospect.
At 4:12 P.M., Chair Asimakis recessed and convened into an executive session pursuant to Texas
Government Code, Section 551.087 of the Texas Government Code to deliberate the offer of a
financial or other incentive to a business prospect.
At 4:45 P.M., Chair Asimakis reconvened Friendswood Community and economic Development
Committee Special Meeting and announced that in accordance with Section 551.102 of the Texas
Government Code, no action was taken in executive session.
6. ACTION RELATED TO EXECUTIVE SESSION
A Consider making a recommendation to the City Council regarding a proposed offer of a
financial or other incentive to a business prospect.
A motion was made by Brown and seconded by Wiggins to recommend to the City Council approval
of the proposed offer of a financial or other incentive to the business prospect subject of the executive
session. The vote was approved unanimously 4/0.
7. REPORTS
A Receive report on Placer.ai analytics software.
Winne informed the group on how the software worked and how business could utilize the data
provided by the software. Rhea stated that it was an awesome tool but, in his opinion, not
needed for city use and thanked Winne for sitting through the demo for the software.
