MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, OCTOBER 17, 2005, AT 7:00 PM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS,
910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT

Mayor Brizendine called the meeting to order.
7:00 PM — REGULAR SESSION
The Invocation was given by City Manager Ron Cox.
Mayor Brizendine led the Pledge of Allegiance to the United States and to the State of Texas.
COMMUNICATIONS FROM THE PUBLIC
Mayor Brizendine recognized Friendswood Independent School District's (FISD) Superintendent Trish
Hanks and her husband.
Debbie Woodson, a Counselor from Friendswood High School, and Counselors from other Friendswood
schools addressed Council regarding FISD's "Wrap the Town Red" drug prevention program for Red
Ribbon Week.
Don Johnson, 810 Myrtlewood, addressed and thanked Council for action on the Resolution regarding the
Clear Creek Project, suggested that key words should be avoided such as "high water by-pass," be
careful of asking for raising bridges, actually less costly ways to limit flooding, addressed Corps Plan and
who will benefit, thanked Council and offered help in any way.
Don Beeth, 5303 Whittier Drive, addressed Council regarding the agenda packets not being on the City's
web site, pointed out three items on the agenda, Tax Increment Reinvestment Zone (TIRZ), Public Safety
Building coming in over budget and over time, the Community and Economic Development Committee
(CEDC) appointee has only lived in the City for six months, asked that entire agenda packets be made
available to the public.
COMMUNICATIONS FROM COMMITTEES AND SPECIAL REPORTS
Ronnie Schultz from the Galveston County Health District presented the District's Annual Written Report.
Robert Mott from Perdue, Brandon, Fielder, Collins & Mott, L.L.P. presented the Annual Written Report
from the Delinquent Tax Attorney.

CITY MANAGER'S REPORT
City Manager Ron Cox presented a written report on the Annual Broker and Developer Day. In October
2003, the City teamed up with the Friendswood Chamber of Commerce to conduct the first Annual Broker
Event on the same day as the Chamber's Annual Golf Tournament. This year's Eighth Annual "Swing
into Fall" Golf Tournament, and Third Annual Broker and Developer Day Event will be held on October
20th at Timber Creek Golf Club. The Mayor and Council, members of the Community and Economic
Development Committee (CEDC), and staff, will make presentations and interact with the commercial
brokers interested in doing business in our city. Following the workshop, the CEDC is offering
complimentary golf for being a guest at the workshop. Staff appreciates Council's involvement in this
important event.
City Manager Ron Cox presented a written report on the upcoming Committee Recognition Dinner. One
of the key goals of Council is to better communicate with the citizens. As you know, the City has over 150
citizens involved in its committees, boards, and commissions. These people are appointed by the Mayor
or the City Manager to provide advice and make recommendations to the Council and Staff in a variety of
matters. The City appreciates all the work they do. In an effort to recognize them for their hard work and
spirit of volunteerism, Mayor Brizendine led the effort to plan an evening of recognition for them in 2003
and again in 2004. The City is preparing to do that again this year. The City has invited all the members
of the committees, boards and commissions, and guests to a recognition dinner at Leavesley Park, Jones
Hangar, on October 18. This event will begin at 6:30 p.m. with dinner. Following will be a time when the
Mayor and Council can recognize each member of the committees for their dedicated service to our
community. Staff looks forward to that time, and hope to see all of Council present.
**Councilmember Goza moved to award RFP No. 2005-09 to State Construction Company in the amount
of$4,744,300 for the construction of the new Public Safety Building.
Seconded by Councilmember Measeles. The motion was approved unanimously.
**Councilmember Smith moved to approve a contract with Knudson and Associates for a Tax Increment
Reinvestment Zone (TIRZ) analysis for the Whitcomb Clear Creek Farms property.
Seconded by Councilmember Ewing. The motion was approved unanimously.
RESOLUTIONS
**Councilmember Smith moved to approve Resolution R2005-34 — A Resolution of the City of
Friendswood, Texas, authorizing the submission of a joint application to the Texas Water Development
Board for a Flood Protection Planning Grant for Cowards Creek Watershed; and authorizing the City
Manager to sign all related documents, including any contracts resulting from the granting of the
application.
Seconded by Councilmember Measeles. The motion was approved unanimously.
**Councilmember Goza moved to approve Resolution R2005-35 — A Resolution of the City of
Friendswood, Texas, commenting on the U.S. Army Corps of Engineers National Economic Development
Plan for Clear Creek.
Seconded by Councilmember Smith. The motion was approved unanimously.
ORDINANCES
**Councilmember Goza moved to table Ordinance No. T2005-29, An Ordinance providing that ad
valorem taxes imposed by the City on residential homesteads of persons 65 years of age or older may
not be increased while such homestead remains the residence homestead of that person or that person's
spouse.
Seconded by Councilmember Measeles. The motion to table was approved unanimously.

**Councilmember Measeles moved to approve Ordinance No. T2005-32, An Ordinance authorizing
application of exceptions to height limits in CSC, OBD, and NC if in compliance with certain additional set
back requirements; and requiring a Specific Use Permit for structures over 50 feet; providing a penalty;
and providing for severability.
Seconded by Councilmember Smith. The motion was approved unanimously.
**Councilmember Goza moved to approve Ordinance No. T2005-33, An Ordinance amending Sections
7.F and 7.G of the Zoning Ordinance to eliminate restrictions on office use in the Community Shopping
Center and Neighborhood Commercial Districts; providing a penalty; and providing for severability.
Seconded by Councilmember Smith. The motion was approved unanimously.
**Councilmember Measeles moved to approve Ordinance No. T2005-34, An Ordinance amending the
development standards for the Whitcomb property Planned Unit Development, and revising the
geographic boundaries thereof; providing a penalty; and providing for severability.
Seconded by Councilmember LeCour. The motion was approved unanimously.
COMMUNICATIONS FROM MAYOR AND COUNCILMEMBERS
Mayor and Council collectively have one comment: "Go Astros!"
CONSENT AGENDA
**Councilmember Goza moved to approve the Consent Agenda as presented. A. Award RFQ No. 2005-
07 for Cowards Creek Watershed Study and authorize the Mayor to execute a contract with Dannenbaum
Engineering. B. Authorize the Mayor to execute an Amended Interlocal Agreement with Galveston
County Consolidated Drainage District. C. Approve renewal of the contract with Friendswood Historical
Society for maintenance and preservation of historical sites in the City. D. Approve contract renewal with
Galveston County Health District for Water Pollution Control and Abatement Services. E. Approve the
appointment of Deirdre Carey Brown to replace long-term member Zekie McVeigh of the Community and
Economic Development Committee for a term to end in 2007. F. Authorize acceptance of streets,
drainage, and utilities for Lakes of Falcon Ridge Subdivision, Section 2, and begin the contractor's one-
year maintenance period. G. Approve contract with Joiner Partnership for design services for Fire Station
No. 4. H. Approval of September 2005 Property Tax Report. I. Approve Minutes of September 26, 2005
Meeting.
Seconded by Councilmember LeCour. The motion was approved unanimously.
A motion was made and approved to adjourn at 7:28 PM.
