MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, NOVEMBER 21, 2005, AT 5:30 PM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS,
910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT

Mayor Brizendine called the meeting to order.
5:30 PM —CLOSED EXECUTIVE SESSION
Council convened into Executive Session in accordance with the Texas Government Code, pursuant to
Section 551.074 — Deliberation regarding Personnel Matters. (Annual Performance Review of the City
Manager).
Council convened into Regular Session at 7:00 pm with action taken later in the meeting.
RECONVENE INTO OPEN SESSION
7:00 PM — REGULAR SESSION
The invocation was given by City Manager Ron Cox.
Mayor Brizendine led the Pledge of Allegiance to the United States and to the State of Texas.
SPECIAL RECOGNITION AND ACKNOWLEDGEMENTS
Mayor Brizendine presented a proclamation honoring Steven Schulz for service to our country. Council
and Bob Wieners, Chief of Police presented verbal praise and honored Mr. Schulz for his bravery and
devotion to his country and to his fellow men and women of the armed forces.
COMMUNICATIONS FROM THE PUBLIC
Judy Kimball, Chair of the Community Appearance Board, and Alan Rasmussen of the Friendswood
Chamber of Commerce, announced "Wonderland of Lights," and encouraged businesses to decorate with
lights during the holiday season. Judy Kimball stated that she appreciates Steven Schulz and all of the
men and women that serve in the armed forces, their service to our country allows everyone to enjoy the
holidays.

Kirk Lippert, 2907 Red Maple Court, addressed Council and stated he is Chair of the Community and
Economic Development Committee, and he would like to discuss the Entryway Overlay District
regulations, asked for proposed changes to be considered at a later date, some of the things to look at
are exact locations of Blackhawk, and zonings that would affect businesses in this area.
Mark St. Cyr, 105 Prairie Wilde, addressed Council regarding the drainage status on FM 2351, and asked
the City to resolve the drainage issue that TxDOT does not address with this project, would like to
address this with Council, Mayor Brizendine referred Mr. St. Cyr to the City Manager.
Margaret Limmer, 1706 Falcon Ridge, addressed Council to thank the Friendswood Police Department,
especially thanked Officer James Dement who was very helpful with working with parents regarding drug
and alcohol free environment, meeting held was very successful, asked Council to get involved in a
program and provide funding.
CITY MANAGER'S REPORT
City Manager Ron Cox reported on the Main Street Zoning Committee. He stated in an effort to expedite
the continuation of the critical review of the zoning in the Main Street area, he has appointed a special ad
hoc committee. The committee consists of inembers of the Planning and Zoning Commission (P&Z) and
previous members of the Main Street Committee. The Main Street Committee has completed its work as
the Main Street Master Plan and other recommendations to Council from that plan have been completed.
One of the key areas remaining for work is for the Planning and Zoning Commission to make a
recommendation on zoning changes that might be in order. Rather than create a subcommittee, it was
recommended that the City Manager appoint this ad hoc group to work specifically on this issue.
Members of the Main Street Zoning Committee are David Brakebill, Mark Van Riper, and Bob Bertrand of
the P&Z, and Bill Finger and Tony Banfield, Sr. of the Main Street Committee. The members held their
first meeting Monday, November 14, 2005.
City Manager Ron Cox reported on the appointment of Interim Directors of Community Development and
Public Works. Effective November 12, 2005, the City Manager has directed Dan Johnson to be the
Interim Director of Community Development and Kaz Hamidian to be the Interim Director of Public Works.
The City Manager has made these appointments with the departure of Mike Hodge, who has taken a
position as Assistant City Manager of the City of Pearland. Mike has served our City and our
management team very well in Friendswood. His insights and forthright manner will be missed. He has
directed both the Community Development and the Public Works Departments very well. Under his
leadership, Staff was developed to be more proactive in their work, processes were streamlined to be
more customer-friendly and expectations for productivity were raised and responded to by employees.
Dan and Kaz will be reporting directly to the City Manager for this interim period.
City Manager Ron Cox reported on the Public Safety Building. Staff held a pre-construction conference
with State Constructors last week. The $4.744 million project is scheduled to officially begin on
November 28, 2005. The contract runs for 435 calendar days. Completion is scheduled for February
2007. The City looks forward to working with this contractor on the successful completion of this building.
ACTION ITEMS
**Councilmember Goza moved to approve a 3% raise and $2,000 one time payment to the City
Manager's ICMA (International City Managers' Association) Account recognizing his 15-year tenure with
the City.
Seconded by Councilmember Measeles. The motion was approved unanimously.
**Councilmember Goza moved to approve the Policies and Procedures for Athletic Field Usage.
Seconded by Councilmember Ewing. The motion was approved unanimously.

**Councilmember Smith moved to approve the contract with Dannenbaum Engineering to conduct a study
of the U.S. Army Corps of Engineer's National Economic Development (NED) Plan for Clear Creek, the
various alternatives that were not presented, and their impact on drainage in the Clear Creek Watershed.
Seconded by Councilmember Peden. The motion was approved unanimously.
ORDINANCES
**Councilmember Smith moved to approve the Second and final reading of Ordinance No. T2005-29, An
Ordinance of the City of Friendswood, Texas establishing a limitation on taxes imposed by the City on the
residential homestead of a person who is disabled or a person who is 65 years of age or older; providing
for severability; and repealing all ordinances or parts of ordinances inconsistent or in conflict herewith.
Seconded by Councilmember Ewing. The motion was approved unanimously.
Councilmember Measeles moved to approve the Second and final reading of Ordinance No. T2005-35,
An Ordinance amending Appendix C of the Friendswood City Code, said Appendix C being City of
Friendswood, Texas, Ordinance No. 84-15, as amended, originally adopted the 19th day of November
1984, and being the Zoning Ordinance of the City, by amending Sections 7.R.1 And 7.R.9 thereof by
adding a provision defining the application of regulations for the Entryway Overlay District ("EOD") to
properties located at major intersections within the EOD; adding a provision extending the application of
the EOD to Friendswood Lakes Blvd., Bay Area Blvd., and the planned extensions of Blackhawk Blvd.
north of FM 2351 and south of FM 528; providing for severability; and providing a penalty in an amount
not to exceed $2,000 for each day of violation of any provision hereof.
Seconded by Councilmember Smith.
***Councilmember Peden moved to table the Second and final reading of Ordinance No. T2005-35.
Seconded by Councilmember Ewing. The motion was approved unanimously.
**Councilmember Peden moved to approve the Second and final reading of Ordinance No. T2005-36, An
Ordinance amending Appendix C of the Friendswood City Code, said Appendix being City of
Friendswood, Texas, Ordinance No. 84-15, as amended, originally adopted the 19th day of November
1984, and being the Zoning Ordinance of the City, by amending Section 20 thereof by adding a new
Section MM therefore, providing the definition of Open Space, and by adding thereof a new Section NN,
providing the definition of Green Space; providing for severability; and providing a penalty in an amount
not to exceed $2,000 for each day of violation of any provision hereof.
Seconded by Councilmember Smith. The motion was approved unanimously.
COMMUNICATIONS FROM MAYOR AND COUNCILMEMBERS
Councilmember Ewing stated that she attended the Community and Economic Development Committee
Meeting, invited everyone to attend the board meeting on November 30, 2005 of the Clear Creek Nature
at South Shore, stated that on November 28, the Hospice Group will light a Christmas tree at City Hall at
6:30 PM, and encouraged everyone to attend, the Community Appearance Board will be putting lights in
front of City Hall, stated that on November 24, there will be a Thanksgiving Dinner served at First
Community Church from 11:00 to 3:00 and everyone is invited to attend, stated they hope to serve 2,500
people, she is traveling to Port Arthur to serve 700 people, a business man has offered to donate enough
turkeys to feed from 5,000 to 7,000 people, but need donations for other meal items.
Councilmember LeCour wished everyone a wonderful Thanksgiving and stated that he is thankful for
Friendswood and his family, wished everyone a safe holiday.
Councilmember Goza apologized for missing the last meeting, stated that he attended the Young Life
Banquet annual fundraiser, thanked the Chamber for lights and efforts.

Councilmember Smith reminded Mayor Brizendine to wear his seat belt during the Step Wave Program
with the Police Department!
Councilmember Peden thanked his family for attending tonight's meeting, stated that on this night in 1993
he attended and delivered Noah Christopher Peden and wished him a happy birthday, and thanked the
City for honoring Steven Shulz and stated he was personally diminished by his presence here.
Councilmember Measeles wished everyone a happy and safe Thanksgiving and stated that he is thankful
for this tremendous Council and Staff.
Mayor Brizendine stated "ditto" on Steven Shulz, attended the Community Prayer Breakfast, most
reverent and well done, City Manager Ron Cox sang and did a good job, wished everyone a safe and
happy Thanksgiving.
CONSENT AGENDA
Councilmember Goza moved to approve the Consent Agenda as presented. A. Approval of October,
2005 Property Tax Report. B. Approve Minutes of November 07, 2005 Meeting.
Seconded by Councilmember Smith. The motion was approved unanimously.
A motion was made and approved to adjourn at 8:30 PM.
