MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, NOVEMBER 07, 2005, AT 7:00 PM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS,
910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT

Councilmember Goza was absent from the meeting.
Mayor Brizendine called the meeting to order.
7:00 PM — REGULAR SESSION
The Invocation was given by City Manager Ron Cox.
Mayor Brizendine led the Pledge of Allegiance to the United States and to the State of Texas.
SPECIAL RECOGNITION AND ACKNOWLEDGEMENTS
Mayor Brizendine recognized Mike Hodge, Director of Community Development and Public Works.
Tonight is his last Council meeting, since he will be going to the City of Pearland as Assistant City
Manager.
Everyone congratulated Mike Hodge, Director of Community Development and Public Works, and wished
him well in this very exciting move.
A special presentation of the Five Star Employee Award for the Third Quarter of 2005 to Sabino Chapa,
Senior Sign Technician with the Public Works Department. "Chapa" has been with the city for over 21
years. He started originally as a maintenance worker in the water and sewer section of Public Works, and
then did water meter reading for the Utility Billing division. In December 1998, the city contracted with
Eco Resources to conduct the meter reading and Chapa moved to other duties in the Public Works
Department. He has a state-of-the art printer and cutter that prepare all the signs we use in the city.
These signs include street names, stop signs, speed limit signs (that are not placed by TxDOT), and
others that might be needed. Chapa is the first repeat winner of the Five Star Award. He won the award
in 1996 while working as a Water Meter Technician. Chapa was nominated by his fellow employees. In
the nomination, Chapa was cited for developing a sign program that is complimented regularly by the
citizens. It was also mentioned that he works well with members of other departments in developing and
placing both temporary and permanent signs, such as the ones for rezoning requests.
A presentation was made from Wal-Mart of a $1,000 Community Grant to the Friendswood Police
Department (FPD), accepted by Captain Luke Loeser on behalf of the FPD.

JOINT DOCKETED PUBLIC HEARING
Mayor Brizendine and Planning and Zoning Commissioner Kevin Holland called a Joint Docketed Public
Hearing to order, to receive comments from the public, either oral or written, regarding a Zone
Classification change for a tract of land containing 2.0195 acres, Block 1, Reserve A, Schultz Centre,
located in the Sarah McKissick Survey, property located at 3500 FM 528, Harris County, Texas, from
Neighborhood Commercial (NC) to Planned Unit Development (PUD) with Specific Use Permit (SUP) —
Mini-Warehouses with Caretakers Quarters.
No one spoke for or against the request.
Hearing no comments, Mayor Brizendine and Planning and Zoning Chair Kevin Holland closed this Joint
Docketed Public Hearing.
Mayor Brizendine and Planning and Zoning Commissioner Kevin Holland called a Joint Docketed Public
Hearing to order, to receive comments from the public, either oral or written, regarding a Specific Use
Permit (SUP) — Mixed Use Commercial for property located at 107 Shadwell, Lot 1, Block 1, Winding
Hollow Subdivision, Galveston County, Texas, amending Specific Use Permit, Ordinance No. 2000-38.
Nancy Wheeler, 405 Glenlea Drive, stated she would like to convert the area into a specialty day care, an
enclosed swimming pool is to be utilized as a separate quarters for private parties, swimming lessons,
and water aerobics, which will be separate from the day care.
Council stated the parking lot agreement will have to be renegotiated if they need the parking spaces, the
past lessee has not made payments, the City Attorney will review.
Janis Lowe, 401 Forest Pines Court, stated she is representing the owner, they are aware of some issues
to be resolved, will work with the owners to resolve issues and wants to keep the parking lot agreement.
John Maisel, 222 Shadwell, asked how trash will be handled, stated it has been an ongoing problem with
the previous establishment.
Hearing no further comments, Mayor Brizendine and Planning and Zoning Chair Kevin Holland closed
this Joint Docketed Public Hearing.

COMMUNICATIONS FROM COMMITTEES AND SPECIAL REPORTS
James Scaffidi, Director of Coppinger Family YMCA, gave the Annual Report.
CITY MANAGER'S REPORT
City Manager Ron Cox reported on the DARE Parent Awareness Program. Margaret Limmer contacted
the Police Department approximately one year ago regarding a program to make parents aware of the
drug situation in Friendswood, and to get them involved in the reduction of drug use by their kids. She
was informed that there is a DARE Parent Awareness Program and the Police Department had already
sent Officer James Dement for training. Ms. Limmer organized a coalition of parents from various
churches and named the coalition, "Friendswood Community Christian Parent's Network." She set up
meetings with parents representing the following churches: Church of Later Day Saints, First Baptist
Church, Church of Christ, Mary Queen Church, Friendswood Community Church, Friends Church,
Friendswood United Methodist Church, Good Shepard Church, Hope Lutheran Church, and Lord of Life

Church. After the initial meeting with the group of churches, Officer Dement put together a program that
would meet their needs. It was decided to have a single, two-hour presentation offered through the
churches. The program informs parents which drugs are available to kids, how to recognize them,
educates them on the effects of the drugs, slang terms for the drugs, and drug paraphernalia. The
program informs parents about risk and protective factors as well as signs of possible drug use to look
for. The program reminds parents that they have to talk to their children about drugs, as they are the #1
drug prevention. A typical program begins with Ms. Limmer speaking briefly about the program, followed
by Officer Dement giving the PowerPoint presentation. This first year, the program was tied into Red
Ribbon Week and five churches signed up. Officer Dement will be working with Ms. Limmer to schedule
the program for the other churches at a later time. The program was advertised for any parent in the
community to attend at any of the churches, on any of the nights. Approximately 45 to 50 parents
participated during Red Ribbon Week.
City Manager Ron Cox also reported on the bridge painting by Scott Derr, who is a Friendswood resident.
Mr. Derr contracts with TxDOT, METRO and others to paint bridges and overpasses in the Houston-
Galveston area. So far, Scott has painted the bridge rails on FM 518/Whispering Pines over Cowards
Creek, the bridges on FM 2351 at Mary's Creek and Clear Creek, and the bridge on FM 518 at Eagle
Lakes over Chigger Creek. Scott has now offered to paint the bridge on FM 528 where it crosses Chigger
Creek going toward Alvin, in just a few weeks. He also plans to paint the bridges crossing Clear Creek,
but they are longer, therefore will take more planning and time. He will let the City know as his schedule
allows, but assures that he will get to all the bridges in Friendswood. Scott has guaranteed the City that
the painted bridges will always be maintained, kept clean and the paint freshened. Because he is a
Friendswood resident, he cares very much about the appearance of this city. His work is very good, and
adds a local heritage and colorful touch to an otherwise drab site. This is a great community service.
The bridges look new again, are attractive, represent the City well, and save tax dollars. The City
appreciates his work and his one hundred percent volunteer donation to the beautification of our
community. Because of the painting he has done for Friendswood, other cities and even the school
district are contacting him to do work for them.
ACTION ITEMS
**Councilmember Measeles moved to approve the appointments/reappointments to the Group B Boards,
Commissions and Committees: A. Parks and Recreation Board — reappointments of Bret Davis and Pat
Garner, and new appointment of alternate Tierni Sager. B. Fourth of July Steering Committee —
reappointments of Thomas McDonald, Dan Morgan, Nicole Morgan, Corey Kirkland, and Anthony Scarpa,
and new appointment of Ben Payton. C. Community Appearance Board — reappointments of Brenda
Erfurdt, Judy Zavalla, Patricia Steinke, and new appointments of Katie Kyle and Marion Abbe. D. Senior
Citizen Advisory Committee — reappointments of Sigourney Pate and alternate Rae McMullan. E.
Investment Committee — reappointments of Robert Bozka and Alan Rasmussen. Group A Boards,
Commissions and Committees: A. Zoning Board of Adjustments — appointment of Ernie Kyle to fill a
vacancy.
Seconded by Councilmember Ewing. The motion was approved 6-0.
RESOLUTIONS
**Councilmember Smith moved to approve Resolution R2005-36 — A Resolution of the City of
Friendswood, Texas, Galveston/Harris Counties casting 104 votes to elect Jerry Ericsson as a
representative to the Galveston Central Appraisal District Board Of Directors for 2006/2007.
Seconded by Councilmember Measeles.
***Councilmember Peden moved to amend the main motion to split the 104 votes 50/50 for 52 votes
between Shannon Kimmel and Jerry Ericsson.
Seconded by Councilmembers LeCour. The motion failed 1-5 with Mayor Brizendine and
Councilmembers Ewing, LeCour, Smith and Measeles opposed.

ORDINANCES
**Councilmember Measeles moved to amend the second reading of Ordinance No. T2005-29, An
Ordinance of the City of Friendswood, Texas establishing a limitation on taxes imposed by the city on the
residential homestead of a person who is 65 years of age or older; providing for severability; and
repealing all ordinances or parts of ordinances inconsistent or in conflict herewith, to include the disabled
according to the Social Security definitions.
Seconded by Councilmember Smith. The motion was approved 6-0.
**Councilmember Smith moved to approve the first reading of Ordinance No. T2005-35, An Ordinance
amending Appendix C of the Friendswood City Code, said Appendix C being City of Friendswood, Texas,
Ordinance No. 84-15, as amended, originally adopted the 19th day of November 1984, and being the
Zoning Ordinance of the City, by amending Sections 7.R.1 And 7.R.9 thereof by adding a provision
defining the application of regulations for the Entryway Overlay District ("EOD") to properties located at
major intersections within the EOD; adding a provision extending the application of the EOD to
Friendswood Lakes Blvd., Bay Area Blvd., and the planned extensions of Blackhawk Blvd. north of FM
2351 and south of FM 528; providing for severability; and providing a penalty in an amount not to exceed
$2,000 for each day of violation of any provision hereof.
Seconded by Councilmember LeCour. The motion was approved 6-0.
**Councilmember Smith moved to approve the first reading of Ordinance No. T2005-36, An Ordinance

providing the definition of Open Space, and by adding thereof a new Section NN, providing the definition
of Green Space; providing for severability; and providing a penalty in an amount not to exceed $2,000 for
each day of violation of any provision hereof.
Seconded by Councilmember Ewing. The motion was approved 6-0.
COMMUNICATIONS FROM MAYOR AND COUNCILMEMBERS
Councilmember Ewing reported that she attended the Chamber Luncheon, where State Representative
Larry Taylor presented the State of the State, Saturday night fundraiser at Hope Village with
Councilmember Peden chairing, also attended Community Appearance Board meeting last Tuesday, the
Fall HauI-A-Day held on Saturday was the best ever held, participated with the Mayor in the Houston
Partnership Walk, Friendswood Community Church is hosting a Thanksgiving Dinner, hoping to serve
those in need from this area, Sunday a group will go to Port Arthur to serve them.
Councilmember LeCour wished Mayor Pro-Tem Smith a happy belated birthday, regarding the Clear
Creek Project thanked the Mayor for stating Friendswood needs to take the lead, during the floods he
noticed a lot of people involved, recognized Councilmember Peden for serving on the committee
reviewing evacuation, stated that Harris County Judge Robert Eckles picked the right guy to serve on this
committee, regarding the event tying red ribbons for drug week, heard that the Mayor participated with
balloon throwing.
Councilmember Smith encouraged everyone to take notice of notes from Planning and Zoning
Commission meetings, there are important issues regarding downtown, congratulated City Secretary
Deloris McKenzie and her Staff for the Committee Recognition Dinner and thanked for the time and effort,
and congratulated Mike Hodge, Director of Community Development and Public Works, on his newjob at
City of Pearland.
Councilmember Peden reported that it had been a busy couple of weeks, attended his first Texas
Municipal League (TML) meeting in Grapevine, but was cut short by the funeral of his grandmother,

thanked everyone for their support, selected on Judge Eckels's Evacuation Task Force Committee to
review process, attended Chamber meeting with State Representative Larry Taylor, thanked
Councilmembers Ewing and LeCour for attending the Hope fundraiser, great event and raised a lot of
money, wants to do something special to thank Scott Derr for painting, commended Officer Dement for
DARE program has made a great impact, a lot of appointments and reappointments, this City operates
efficiently due to volunteer service, thanked them publicly for aii that they do, thanked the Mayor for
bringing these volunteers forward.
Councilmembers Measeles and Ewing gave a report on Fall Haul a Day, had an opportunity to help some
of the hurricane victims with some of the things that were salvaged, worked out very well, biil is being
sponsored by Senator Armbruster regarding Energy Conservation, getting people to upgrade appliances
to greater efficiency, trees conserve a lot of energy included in the bill, Tree Preservation Ordinance was
the right thing to do to support this effort, TML Conference speaker on security in Tourism and Economic
Development, the Police Department is a vital part in this program, there is a conference in May to learn
more about the role they play in this program.
Mayor Brizendine encouraged everyone to please vote in the school board and constitutional
amendments, congratulated Councilmember Peden on serving on Judge Eckels's committee, is very
important to Galveston County and need to empower Councilmember Peden with the knowledge needed,
Painting the Town Red, wanted to do something different to promote this awareness, support for the
DARE Program, Volunteer Program appointment process, work hard to make sure there is representation
across the City, those appointments are important to this City, attended a lot of ineetings as well, and
appreciates all that Council does.
CONSENT AGENDA
**Councilmember Measeles moved to approve the Consent Agenda with amendments to the minutes of
October 3, 2005. A. Award of Bid No. 2005-10 and authorize Resolution R2005-33, designating the
Official City Newspaper. B. Authorize Mayor to execute grant award acceptance for the State's 2005
Homeland Security Grant Program in the amount of $100,000. C. Authorize participation with the
Galveston County Drug Enforcement Agency in the amount of $5,000 to support an intelligence analyst
and authorize the Mayor to execute the Standard State and Local Task Force Agreement with the DEA
for continued participation in the DEA Drug Task Force. D. Authorize Mayor to execute a contract
renewal with Coppinger Family YMCA for after-school programs and swim lessons. E. Approve Minutes
of October 3, 10, and 17, 2005 Meetings.
Seconded by Councilmember Smith. The motion was approved 6-0.
A motion was made and approved to adjourn at 8:10 PM.
