FRIENDSWOOD DRIVE, FRIENDSWOOD,TEXAS,WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR KIMBALL BRIZENDINE COUNCILMEMBER JOHN LECOUR COUNCILMEMBER LAURA EWING COUNCILMEMBER TRACY GOZA COUNCILMEMBER DAVID SMITH COUNCILMEMBER CHRIS PEDEN COUNCILMEMBER MEL MEASELES CITY ATTORNEY JOHN OLSON CITY MANAGER RON COX CITY SECRETARY DELORIS MCKENZIE 4:30 PM—WORK SESSION Joint Work Session with Planning and Zoning took place regarding height restrictions for Community Shopping Center(CSC), Original Business District(OBD), and Neighborhood Commercial (NC). Diana Steelquist, City Planner, gave a presentation with example diagrams to increase height regulations to allow for three story buildings that would be greater than the established 36 feet with proper setbacks, and sprinkler systems based on square footage. She stated a hotel company is proposing to build in Friendswood and making this change will facilitate this project. Council concurs with moving forward with Planning&Zoning on this item. Terry Byrd, Fire Marshal and Emergency Management Coordinator, gave a presentation on the report to the Governor on Texas Hurricane Preparedness, reviewed the evacuation plans,Galveston Countywould need 26 hours to evacuate,with mandatory evacuation Friendswood would evacuate using FM 2351, local officials now have the ability to order mandatory evacuation, leaving early will allow residents to travel any chosen route,the State will be enforcing the routes, Incident Management Teams (IMT)will be sent in to assist. The plan also addresses special needs population which will be relocated to Temple,Waco,and Tyler areas,special needs population would be encouraged to evacuate at 36 hours, public awareness programs need to be expanded prior to the start of the hurricane season and ensure that the special needs population can access public awareness programs, exercises will be held to test the traffic management plans for each evacuation area to ensure they can be effectively employed. The message is Be Ready and Be Prepared. A discussion was held regarding amendments to the Tree Preservation Ordinance (TPO). Diana Steelquist, City Planner,along with Planning and Zoning Chair Kevin Holland,Vice Chair Jim Gibson and Roy Klusendorf, presented lengthy background information and regulation changes proposed for the new ordinance, Heritage Trees changes is being worked on,the TPO formally removes the Qualified Tree list from the Zoning Ordinance and updates the Zoning Ordinance penalty section to reflect charges of$2,000 per day violation, language is provided for disasters or removal of diseased trees, contains language for replacement of trees, 06/20/05 2332 proposed updating the Qualified Tree list in the Design Criteria Manual via a Resolution and consistently review Zoning Ordinance for consistency, proposal has been unanimously approved by sub-committee and by Planning and Zoning Commission. Council stated their appreciation for work on this TPO, asked about any conflicting language for other projects, and may need to work on Main Street language for language on tree regulations. 6:15 PM—CLOSED EXECUTIVE SESSION Council convened into Executive Session in accordance with the Texas Government Code,pursuantto Section 551.072—Deliberation regarding real property. Council convened into Regular Session at 7:00 PM with no action taken. RECONVENE INTO OPEN SESSION 7:00 PM—REGULAR SESSION Mayor Brizendine led the Pledge of Allegiance to the United States and to the State of Texas. A finalist in the Fourth of July Star Competition, Michelle Cox, gave a special performance of the National Anthem. COMMUNICATIONS FROM COMMITTEE AND SPECIAL REPORTS Mayor Brizendine asked permission to move item#7,Communications from Committees and Special Reports before the Public Hearing. **Councilmember Goza moved to approve moving Item#7, Communications from Committees and Special Reports, before the Public Hearing. Seconded by Councilmember Peden. The motion was approved unanimously. Corey Kirkland,Chairman of the Fourth of July Steering Committee, reported that the Theme for the Fourth of July Parade on Monday,July 4 will be Keeping the Spirit Alive. The Grand Parade will begin at 10:00 a.m.with over 100 entries, Council will be in one vehicle, Grand Marshal will be Ann Descant,the daytime program will be held at Stevenson Park,the evening program will be at Centennial Park, everyone must ride shuttles from Friendswood Independent School District and Clear Brook High School, fireworks will be at 9:40 p.m., and introduced members of the committee and Councilmember Laura Ewing as Council Liaison. PUBLIC HEARING Mayor Brizendine called the Public Hearing to order to receive comments from the public,either oral orwritten, regarding re-adoption of the Juvenile Curfew Ordinance. No one spoke for or against. Hearing no comments, Mayor Brizendine closed the Public Hearing. JOINT DOCKETED PUBLIC HEARING Mayor Brizendine and Planning and Zoning Chair Kevin Holland called a Joint Docketed Public Hearing to order,to receive comments from the public,either oral or written, regarding amending the Zoning Ordinance of 06/20/05 2333 the City of Friendswood,Appendix C, Section 8 regarding Tree Preservation,Tree Surveys and Landscaping requirements. Robert Bertrand, member of Planning and Zoning Commission and Chair of the Tree Preservation Sub-Committee presented an overview of the process used in the review of the Tree Preservation Ordinance (TPO). He further stated that several City volunteer groups worked on an Ad Hoc Committee with Planning and Zoning, they were Community Appearance Board, Community and Economic Development Committee and Main Street Committee. This review began in 2000, but work is still needed on Heritage Trees. Mr. Bertrand commended Staff inember Diana Steelquist, City Planner, for her work on this process. Ms. Steelquist presented information on the proposed changes to the TPO. Don Beeth,5303 Whittier Oaks,stated until now the City did not have regulations on trees,does not see thatthe City has suffered from a lack of direction from City Hall, now you are not asking what to do with trees, now you are telling us,funny way to encourage businesses to town, no one on City Staff is qualified to do this,going to have to hire someone to enforce, likes trees, plant more than have cut down,who on City is knowledgeable enough to enforce on my property,thinkthere is public need, put it on the ballot,who wantsthis,ifyou passthis, then there will be more to come, a little late to protect us from ourselves. Jim Hill,2404 S. Friendswood Drive,stated he has lived here since 1946,there were virtually no trees here in Friendswood, all on Creeks, everyone moved here planted all the trees, with these regulations are not responsive to commercial, trees are a very renewable resource,just making another bunch of crap that you have to enforce. Mayor Brizendine and Planning and Zoning Chair Kevin Holland closed this Joint Docketed Public Hearing. COMMUNICATIONS FROM THE PUBLIC Tammy Detherige, 503 Eagle Lakes Drive, addressed Council and stated she is concerned with adjacent development,issue of property elevations of up to 5 feet,already flooding into yards,firsttime in 15 years,plans for concrete wall being proposed, now aesthetics are an issue, concerned with impacting property value dropping. Jan Gargrave, 313 Eagle Lakes Drive, addressed Council and stated she is concerned with development of increase of property elevations of up to 2 to 5 feet, according to plans difference of 6 inches, concrete wall being proposed is not aesthetically pleasing, concerned with impacting property value and concerned with flooding,concerned with 3 foot concrete wall being planned to control flooding,wants to know how she is going to sell property. Dan Illerich, 2876 Love Lane, addressed Council and stated he would like to comment on the pre and post election rhetoric,stated he is retired and moved to Friendswood in 1984 and has attended almost every meeting of the City during these years. He has watched 20 years of budget process,something disturbs him very much, offered three documents: Don Beeth's letter,opinion page from editorial from the Journal,paid article lastweek in Journal regarding the Main Street Project, and it is authored by concerned citizens of Friendswood. Its difficult to determine from this clipping exactly what it was intended because it has no signature, its not a paid advertisement,it doesn't look like a letter from the editor but it did appear in the Journal in a public publication. It would be kind of interesting to know who these concerned citizens are. These are the newspaper things I want to talk about from my experience and my personal opinion. The allegations made and stated in these documents that I disagree with and my opinion is that they are misleading if not outright fabrications. Actions have been taken by past City Council and City staff as a direction of authority of 20 years. Before I go any further I would like to say at least Mr. Beeth,if you are still here,and Mr.Jacobs signed theirdocuments,butthe Main Street document was unsigned. I mentioned the letter I received from Don Beeth in the mail. Is the second of the one that is occurred and contains rehash and 06/20/05 2334 allegation and my opinion misleading information, which needs correction in a public forum. Again, in my opinion, the allegations contained in the article written by Mr. Jacobs are misreputation, should be corrected again in public form. The allegations and misreputations in this City statement written in the Main Street project article,which are summarily in nature to those in the Don Beeth's letter, must be corrected and the facts made available to the public in a forum, so the author of this article can understand the functions and the same government and the relation to the citizen governor. My question that is how could the necessary corrected information be presented in a public forum? My proposal to this Council in order to clear up these matters and then project them in a public forum is this. Council to appoint an investigating communityto analyze allegations misreputations and misleading statements of these three articles and provide these signings to the citizens of Friendswood with the assistance of Mr.Jacobs by the appropriate reporting article written by human published beyond the opinion page of the Friendswood journal. An appointee to this community should include professional expertise that is available to the citizens of Friendswood. Excluded from this community should be any citizens who are serving on or who have served on city council or have been employed by the City of Friendswood. I have other recommendations to make up of this Committee that I will share with Council at future workshops. If Council should accept this challenge and authorize the recommended communitythen Mr. Beeth and the concerned citizen or citizens should be identified and ask to participate at the community deliberations so that their allegations can be fairly evaluated and presented in the suggested public forum. I think that the information should be corrected and needs to be public and I see no other affective means of doing this. I want to thank you for this opportunity to make this presentation and yes I will gladly serve on the establish community. Thankyou foryourtime and consideration. Incidentallytothe Council,MayorBrizendine has copies of these three articles that I am referring too. COMMUNICATIONS FROM THE MAYOR AND COUNCIL Mayor Brizendine asked that Communications from the Mayor and Council be moved to this section of the agenda. **Councilmember Measeles moved to approve Communications from the Mayor and Council be moved to this portion of the agenda. Seconded by Councilmember Smith. The motion was approved unanimously. Mayor Brizendine offered an apology to the newly elected Councilmembers before they gave their acceptance speech and stated I think I need to preface comments from the City Councilmen offering a public apology in my decision after the general election and in my decision in trying to create an informal setting in the lobby area,it seems that I precluded the formalities of acceptance speeches and everything which was very importantto our two newly elected Councilmen. Mayor Brizendine stated he gave them the assurance that that was not malicious at all and at worst an oversight on his part and for that he apologizes and further stated he thought it appropriate to offer that apology before he called on them and let them give their acceptance speeches at this particular point in time and with that, he stated, Councilmember Peden, I give you the floor. Councilmember Peden stated before presenting his acceptance speech he would like to commentthat a public apology was not necessary but thank you anyway and he appreciates it. Councilmember Peden stated he guesses this is his one-month-late acceptance speech and was very impressed and pleased to see his wife and daughter come in tonight because he would like to thank his best friend and partner,Jackie,forthe support and help she gave me during the campaign and during the election and thanks to Brittany who designed all those Vote for Pedro/Peden t-shirts that the school kids wore. I am really a blessed man to have such a great family and my three boys, Alex, knowing that you are not here, but they were out driving signs and putting them in people's yards,all with permission and then taking those up. I would also like to thankthe contributors,some of whom I will name, but not all. Dr. Fairleigh,who has supported me for many years,is a great Friendswoodian and a great Texan, Jeff Payson, Alton and Mary Todd, Bill and Carol Kelly, Matt and 06/20/05 2335 Pam Robinson,just to name a few,are people who really helped me financially but it also meant a lot forthem to support my candidacy. Thanks to all of the helpers. A lot of folks did not give cash but did give a lot of hours, which,in the end, panned out. Maurice Estlinbaum,who I consider a mentor, he has been a great helpto me. I consider pon Beeth a mentor and a great help to me. Deborah Winters is here and Kathy Rogers and Arthur Hsu and numerous CLOUT members. CLOUT was a supporter of mine and John LeCour. When the campaign gets tense, I just have to tell you,you get tired and you get frazzled and you yell, but John did not,he listened a lot more. I want to thank John for being supportive and understanding during this campaign. It was tough on both of us. Thanks to the 2043 people who came out in that terrible weather thatwe had on the day of the election who voted for me. I made a substantial investment in the City of Friendswood. My home is here and it is my largest investment. My business is here, my kids are being educated by some of the people who are sitting here on these seats tonight from the Friendswood School District. Friendswood has been good to me though. I earned a living here since 1996, we opened our business here in the community of Friendswood. Friendswood has helped pay our bills, buy a car for us and send us on a vacation and I owe a great of gratitude to the City of Friendswood. I hope I can live up to the expectations of the voters who voted for me and I am going to work hard to make positive changes in Friendswood and I want to work for more open government. I also want to say in closing,thanks to Kitten Brizendine. I didn't know her very well before the campaign started, but if there is a classier lady in Friendswood, I don't know about it. She is as top notch a person you will ever meet. On April 15,she called me at my office and told me she was praying for me. I would told you before the election that was insincere and that she was fake, but when you get to know Kitten,that is Kitten and she is that sincere. She was genuinely praying for me and I know that in my heart. She is truly a classy lady and Friendswood is better for having people like that serving our community and living here.Thanks to the Council for accepting me. So far,they have been very kind and have put up with a lot of emails because I am a little green and ignorant and have asked a lot of questions. Thanks for your understanding. Councilmember LeCour presented his acceptance speech and stated Mayor Brizendine, I want to thankthose who had faith in me and worked so hard and made such personal sacrifices to give me the privilege to serve the families of Friendswood. I want to give special recognition to my wife, Sophia,who worked long hours on my campaign and encouraged me during the trying times of the campaign. Myson,Joshua,who designed myyard signs. And last, but not least, my father and mother,Joe and Katherine LeCour of the greatest generation who instilled the values of faithfulness, hard work,self-reliance and family. I have been very blessed in my life. To work in the U.S. Space Program was a dream I had as a child. I remembered watching Neil Armstrong and Buzz Aldren walk on the moon and then I had the opportunity to visiting the Johnson Space Center and seeing all the men and women that made John F. Kennedy's dream a reality. I now have the honor to be apart of the U.S.Space Program and to work with the people who put U.S.citizens on the moon. Another dream I had was to live in a community that was reminiscent of the community of my youth. A small town where you know the shop owner or city officials by their first name and maybe one of them is your neighbor and where you are more likely to know the scores of the local high school teams than who won the Super Bowl,a place where you can sit in your lawn chair at the City park with your friends and neighbors and watch the 4th of July fireworks. Well,I found that place in the big city and that place is so appropriately named, Friendswood. Now I live one more dream,to serve you on City Council. I am here today not by popularity, not by seniority, not by sodality, but by a common cause that was the fuel that energized the founding of this nation. My yard sign said"John LeCour for Friendswood City Council. Raise Families, Not Taxes"'. I can honestly say that the majority of voters did not vote for John LeCour and if you ask them who they voted for,they would respond, it was the person who had the slogan"Raise Families, Not Taxes". Mayor Brizendine and fellow City Councilmembers,on May 7,2005,an overwhelming majority of the citizens in Friendswood, in a strident voice proclaimed that their property tax increases are out of control and they want someone to slow this train down. I say it is time that we run our city like a business. The days of 50 per cent to 70 per cent overrun on capital projects need to stop. Some detractors have said that companies overrun their budgets all the time and I must agree that some companies do and do you know what those companies are called, "a bad company", if they do not correct their mismanagement, they will soon be called a bankrupt 06/20/05 2336 company. Mayor Brizendine,we need to develop a zero-based budget for the next fiscal year. We need to lay all expenses on the table and if we find cost does not benefit the citizens of Friendswood, it needs to be cut. Organizations that I know that our City workers are hard workers and they have concerns for themselves and their families. I can assure that you have a friend in me who will put your needs first. I am not asking to capriciously cut the budget,what I am asking is to cut the growth of government and to cut waste. The data on the city website has shown a steady decline in growth for new business in Friendswood. Some business owners have confided in me that the City is not helpful to business and that some ordinances are not business-friendly. During my campaign, some business owners would not let me put my sign at their business out of fear of retaliation from the City. I am not sure if this is a personal perception or reality but this must and will change during my term on City Council. I will, in the near future, be requesting a workshop to study this issue. I am asking businesses and the Chamber of Commerce to help City Council understand your needs and what we can do to help you prosper in the City of Friendswood and one last issue that is near to my heart is thatwe need to make Friendswood City government friendly to the citizens. We need to make our sports fields open to all groups and teams and we need to do it now. If you pay taxes in Friendswood,you will play ball in Friendswood. Our city ordinances and code needs to be friendly to our families. The purpose of law is to help the citizen-not to rule over them. Some will say that what I have said tonight is a big dream and I must agree with them. It is a dream, but we have every right to dream because we live in a country and city where dreams come true. We live in the United States of America and the great City of Friendswood. Mayor Brizendine, fellow City Councilmembers and Friendswood City employees let us work togetherto make these dreams come true. May God Bless America and may God Bless the City of Friendswood. Councilmember Goza reported that there is a Houston-Galveston Area Council meeting tomorrow,stated he was handed a letter prior to this meeting from citizens who reside close to the West Ranch Development and read the statement. "Dear Councilmembers, the signed citizens in and around the proposed West Ranch Development are concerned that the following statements were made by a duly appointed representative of the City of Friendswood to the State Representative sitting on the Urban Affairs Committee in Austin. We knowthat it is in there and we know that they have some concerns about it and we know that they have the authorityto do that if eminent domain is taken out of the bill,we will continue to work with the developer in any way we can to see the fruition of the project. These comments by a duly appointed representative of the City of Friendswood before the State Legislature have a very chilling effect upon home and property owners with regard to their rights to peaceably enjoy their properties without undue anxiety. It should be noted that the below signed concerned citizens do not disagree with the proposed West Ranch Development, but we are opposed to the use of eminent domain to in any way advance the development or to advance any plans by the Citythat are not of a truly critical public need and can not be reasonably addressed without the use of eminent domain. Therefore,we respectfully request that the City of Friendswood City Council resolve by formal resolution the following or a reasonable facsimile there of. The City Council of Friendswood on (what ever day) resolves not to utilize its powers of eminent domain and set forth in the City's Charter to condemn or take anyone's property, in whole or in part and fee or otherwise,except under the following restrictions that further resolve to place this issue before the Charter Review Committee to consider such changes to the City Charter thatwould recognize and accepted that this resolution does not actually change the City's Charter, it is resolved to be a morally binding resolution on the City Councilmembers based on their honor. The following is hereby resolved any condemnation for eminent domain shall require the unanimous consent of all City Councilmembers and the Mayor and no condemnation of private property through eminent domain shall be effective for purposes whether it be direct or indirect of (1) reducing the cost of a developer or legislative district to accomplish drainage and or detention,traffic ways or construction, (2) accomplishing the desired results of rezoning, (3) expanding existing or developing new public parks or open areas for beautification of aesthetics by increasing the City's tax base. Signed by all of the citizens around the property,Jim and Debbie Hill, Don and Lori Seifert, Michael and Patrice Sharp, Garland Cole, Billy Gobal, Larry and Janice Tilger, Bob and Betty Felts, Jim and Polly Cartwright, Dr. Strand Vance, and Rosalee Murphy." Councilmember Goza requested that this be an agenda item for the next Council meeting. 06/20/05 2337 Councilmember Measeles congratulated and welcomed the two new Councilmembers,John LeCour and Chris Peden and stated he looks forward to working with them. Councilmember Smith stated well done John and Chris,and looks forward to working with them. In addition to attending several meetings lately, he stated that he attended the Fire Department and Emergency Management Services Awards Banquet and was humbled and very impressed with the number of awards that were presented, numbers of hours spent,and congratulated them. Additionally, he was speaker at the Community Prayer Breakfast on Saturday,attended the Citizens for Space,formerly known as Keep It Sold,membership in Bay Area Houston is well worth it, over 120 people who made 250 meetings in Washington last week, NASA funding was passed with flying colors, learned a lot while on trip, young smart staffers, have an ally in U.S. Representative and House Majority Leader Tom DeLay and Senator John Cornyn,needs to be foughtyear after year, continue to work on that. Councilmember Ewing thanked Councilmember Smith for his speech at the Prayer Breakfast, made some astute observations about the City, congratulated City Manager Ron Cox for receiving the Life Time Achievement Award from Texas City Management Association,congratulated City Secretary Deloris McKenzie for being a presenter at the International Institute of Municipal Clerks(IIMC),attended the Seniors Meeting and informed 50 and above can join,attended the Council Retreat last week with the exception of Councilmember LeCour who was sick,on August 31 Clear Creek Nature and Cultural Tourism Council will meet at 6:30 PM at Walter Hall Park and will attend the Fourth of July Parade and responded that U.S.Representative Tom DeLay has requested to be in the parade. Mayor Brizendine acknowledged City Manager Ron Cox's award, presented by Texas City Management Association and stated the award is the highest award to be received and is well deserved and that Council is very proud for Ron. The Mayor's biggest event this past week was his daughter's wedding,is feeling lighter in his pocket book and responsibilities. CITY MANAGER'S REPORT The City of Friendswood has had a franchise agreement with Entex Gas, now CenterPoint Energy, since the 1960's for the provision of natural gas service to the citizens of Friendswood. One of the features of the franchise agreement is that CenterPoint can increase or decrease its base rate as a reflection of the cost of service in the service area on an annual basis. This is not related to the cost of fuel,which the company can pass on automatically under state regulations. The City has rate approval authority only for the basic cost of service. The procedure in place is for the City to consider that change,and if no action is taken within 90 days,it automatically goes into effect. By practice, if there is a proposed increase,the Staff conducts a study of the increase and reports the results to Council. If, however, there is a proposed decrease, Staff brings that information to Council in the form of a report with the decrease to automatically take effect according to the provisions of the franchise agreement. Historically,the cost of service has varied both up and down over the last several years. I am providing a table from Administrative Services Director Roger Roecker that shows the history of these changes. You will notice that last year,CenterPoint requested and received an increase.This year, CenterPoint has requested a decrease of$.25 per customer per month. The rate decrease of$.25 per customer per month took effect on bills mailed on or after May 2, 2005. Each summer,the City Staff works in a cooperative effort with Friendswood Independent School District(FISD) to provide incoming seventh graders an opportunity to shadow with City employees as they go about their job duties. This year is no exception.The week of June 13,we had four FISD students spend time in two different departments—Community Services and the Police Department. They spent four days between 8:45 AM and 11:30 AM touring facilities, meeting staff, and learning more about the operations of these two departments. We are always pleased to participate in these learning partnerships for both FISD and Clear Creek Independent School District. 06/20/05 2338 ACTION ITEMS **Councilmember Measeles moved to open the floor for nominations for Mayor Pro-Tem. Seconded by Councilmember Ewing. The motion was approved unanimously. **Councilmember Goza nominated Councilmember Measeles. Councilmember Measeles asked his name be withdrawn as he has served previously. **Councilmember Ewing nominated Councilmember Smith. Seconded by Councilmember Measeles. **Councilmember Peden nominated Councilmember Goza. Seconded by Councilmember LeCour. **Council voted for 4-0 for Councilmember Smith, and 3-0 for Councilmember Goza. Councilmember Smith was elected by majority vote as Mayor Pro-Tem For 2005-06. No action was taken regarding action regarding proposed policy authorizing live media broadcasts. Councilmember Goza stated he would propose that staff prepare a policy to include through the internet system, would propose a workshop be held to establish this policy, may be dollars needed, probably more complicated, need some staff direction, schedule for workshop, staff to gather information from other cities. No action was taken regarding approving a Financial Advisory Services agreement with Dain Rauscher, Inc., and authorizing the Mayor to sign. No action was taken regarding the approval of the schedule of events for the sale of general obligation bonds. RESOLUTION **Councilmember Ewing moved to approve Resolution R2005-21 —A Resolution of the City of Friendswood, Texas,designating certain officials as acting for,and on behalf of the applicant in dealing with the Crime Victim Services Division, Office of the Attorney General of Texas, for the purpose of participating in the Victim Coordinator and Liaison Grants (VCLG) Program, and authorizing the submission of the application to the Office of the Attorney General of Texas. Seconded by Councilmember Smith. The motion was approved unanimously. CONSENT AGENDA **Councilmember Measeles moved to approve the Consent Agent as presented with the exception of Item A —Authorize the Mayor to execute a contract with Joiner Partnership, Inc.for RFQ 2005-01 for Architectural and Engineering Services for design of Fire Station #4. B. Authorize concurrence and approval of Mayor's appointments of City Council Liaisons for 2005-06. C.Authorize the Mayor to execute an Emergency Services Agreement with Friendswood Independent School District for use of school facilities for Emergency Management purposes. D.Authorize Council to invoke Rule 1(A) of the Rules of Procedure to schedule the regular July Council meetings for July 11 and 25 due to the Independence Day holiday. E.Authorize the Mayor to execute an engineering contract with SCL Engineering for the Deepwood Lift Station project. F.Authorize License Agreement for one Buyout Property in Empere Chateau Subdivision. G. Report of Capital Projects Payments. H.Approval of April and May 2005 Property Tax Reports.
