A RESOLUTION OF THE BOARD OF DIRECTORS OF THE FRIENDSWOOD
DOWNTOWN ECONOMIC DEVELOPMENT CORPORATION ESTABLISHING
GUIDELINES FOR CONSIDERATION OF REQUESTS FOR FUNDING FROM THE
CORPORATION; AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, on May 7, 2016, Friendswood voters approved a one-eighth (1/8) of one cent sales
and use tax for the Friendswood Downtown Economic Development Corporation (the "FDEDC"); and
WHEREAS, on August 1, 2016, the City Council approved FDEDC's certificate of formation and
appointed seven (7) residents of the City of Friendswood to serve on the Board of Directors (the "Board");
and
WHEREAS, the FDEDC, through the Board, retained the services of Lauren Griffith Associates to
assist with and develop an improvement plan for the Downtown District, which was adopted by the City
Council of the City of Friendswood (the "City Council") on October 1, 2018; and
WHEREAS, since such date, the Board has been implementing elements of that comprehensive
plan as funds would allow; and
WHEREAS, in implementing such plan, the Board desires to continue its efforts to communicate
and engage with Friendswood citizens, to make well-planned and strategic recommendations to the City
Council, and to exercise fiduciary responsibilities to the taxpayers; and
WHEREAS, in furtherance thereof, the Board not only welcomes ideas and proposals fi'om its
fellow citizens to enhance die Downtown District but also desires to establish a policy to provide guidelines
in considering any request for funding fi-om the FDEDC; and
WHEREAS, the guidelines herein adopted provide for uniform procedures for consideration of any
such requests; NOW THEREFORE
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE FRIENDSWOOD
DOWNTOWN ECONOMIC DEVELOPMENT CORPORATION:
Section 1. The following guidelines should be followed for any requests for funding from the
FDEDC:
Applicants shall submit a request along with a written summary of their proposal to the
FDEDC through the Friendswood Administrative Staff assigned to the FDEDC.
a.
Requests, which are consistent with the FDEDC's certificate of formation, its bylaws, the
Downtown Improvement Plan, and state law, will be placed on a future meeting agenda, to
be discussed in a work session.
b.
The Board of Directors of the FDEDC will not make a decision on the matter on the same
date as the work session; but, instead, will provide direction to the FDEDC's
Administrative Staff regarding the proposal, which may include, but not be limited to,
setting additional work sessions, gathering additional information, and/or to placing the
proposal on an upcoming agenda for consideration.
c.
At a meeting at which a request is considered, the Board, in its sole discretion, may approve,
in whole or in part, or deny the request.
d.
If FDEDC approves the request, the FDEDC shall, contingent upon the approval of the
City Council of the City of Friendswood, enter into an agreement with the requestor, which
agreement will be performance-based and will require repayment if the requirements of the
agreement are not met.
e.
PASSED, APPROVED and ADOPTED by the affirmative vote of the Board of Directors of the
Friendswood Downtown Economic Development Corporation on this the//^ay of October, 2022.
