THE EFFECTIVE DATE.
WHEREAS, the Office of the Governor ("OOG") sought proposals from local governments
and other eligible project sponsors for the FY2023-24 Urban Area Security Initiative Grant Program
("UASI");:and
WHEREAS, the purpose of UASI is to support state and local efforts to Guild and sUstain the
capabilities necessary to prevent, protect against, mitigate, respond to, and recover firon7 acts of
terrorism; and
WHEREAS, on December 21, 2022, the City of Friendswood submitted a grant
application to the OOG in the amount of SEVEN THOUSAND FIVE HUNDRED EIGHTY-
NINE AND 95/100 DOLLARS ($7,589.95) for funding training equipment for use in the Tactical
Combat Casualty Care ("TC:CC") Course for EMS, Police and Fire first responders; and
WHEREAS, the City Council of the City of Friendswood supports such application and finds
it in the hest interest of its citizens that the City procure turn -key training kits to equip first responders
for EMS responses to active attacks, focusing on bleeding control, trauma treatment, and triage;
NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. That the City Council of the City of Friendswood, hereby ratifies and approves the
application submitted to the Office of the Governor for the FY2023-24 Urban Area Security Initiative
Giant Program in the amount of SEVEN THOUSAND FIVE HUNDRED EIGHTY-NINE AND
95/100 DOLLARS ($7,589.95) for fending training equipment for use itt the Tactical Combat Casualty
Care ("TCCC") Course for EMS, Police and Fire first responders.
Section 2. That the Mayor is hereby designated as the authorized representative for all purposes
under the grant.
Section 3. That the Mayor of the City of Friendswood is hereby authorized to apply for, accept,
reject, alter or terminate the grant on behalf of the City of Friendswood.
Section 4. That in the event of loss or misuse of the grant funds, the City Council of the City
of Friendswood hereby assures the Office of the Governor that such grant funds will be returned in
full.
Section 5, That this resolution shall be effective immediately upon its passage and approval.
PASSED, APPROVED and ADOPTED by the affirmative vote of the City Council of the
City of Fricndswood on this the 6`1 day of February, 2023.
