R2023-3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, DESIGNATING THE MAYOR AS THE CITY'S REPRESENTATIVE IN SEEKING ELIGIBLE GRANT FUNDS UNDER GENERAL VICTIM ASSISTANCE DIRECT SERVICES PROGRAM; AUTHORIZING THE SUBMISSION OF SUCH GRANT APPLICATION TO THE CRIMINAL JUSTICE DIVISION OF THE OFFICE OF GOVERNOR; AUTHORIZING THE REQUISITE IN-IOND MATCH; AND PROVIDING AN EFFECTIVE D-4,TE. WHEREAS, the City of Friendswood (the "City") desires to continue the Friendswood Police Department Crime Victim Assistance Program (the "Program"), which provides set -vices to persons who are victims of crime; and WHEREAS, such Program has been funded, in part, by the General Victim Assistance Direct Services Program, currently administered through the Office of the Governor, Criminal Justice Division, for more than twenty (20) years; and WHEREAS, the Friendswood Police Department is responsible for the administration of the Program, providing direct services to victims; and WHEREAS, the City Council of the City of Friendswood, Texas finds it in the best interest of the citizens of Friendswood that the Program be continued; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS: Section 1. The facts and matters set forth in the preamble of this resolution are hereby found to be true and correct. Section 2. The City Council of the City of Friendswood, Texas, hereby authorizes and approves the submission of a grant application, pursuant to the General Victim Assistance Direct Set -vices Program, to the Office of the Governor, Criminal, Justice Division in the amount of SEVENTY-SIX THOUSAND NINE HUNDRED EIGHT AND NO/`1 00 DOLLARS ($76,908.00). Section 3. That pursuant to the terms of the grant referenced in Section 2 hereof, the City Council of the City of Friendswood hereby authorizes an in -kind match as required by the grant application authorized in Section I hereinabove. Section 4. The City Council hereby designates and appoints the Mayor of the City of Friendswood as the authorized official to apply for, accept, reject, alter, or terminate the grant on behalf of the City, Section 5. That in the event of loss or misuse of the Criminal Justice Division grant funds, the City Council of the City of Friendswood hereby assures the Criminal Justice Division of the Office of the Governor, State of Texas, that such grant funds will be returned to the Criminal Justice Division in full. Section 6. This resolution shall be effective immediately upon its passage and approval.
